The Morehead Water and Sewer Department provides water and sewer utility services
to approximately 4,200 customers. The minimum water and sewer bill is currently
$40.20 per bi-monthly period for the first 4000 gallons of water. Rates for
consumption after the minimum of 4000 gallons is provided below. The drinking
water is tested each day for quality and meets all state and federal requirements.

Identity Theft Precautions
In the wake of increasing cases of identity theft the Morehead City Water Department
will begin immediately implementing the following steps in order to protect our
current and future customers:
1. Any individual opening new service or transferring current service must produce
a valid picture id. Acceptable forms of identification include valid drivers license,
valid state picture id, or valid military id.
2. Picture and signature will be verified against the service application for a match.
3. A copy of the valid id will be made and attached to the service application for our files.
Anyone wishing to open/transfer service for someone other than themselves must do the following:
1. Pick up service application and have the applicant fill it out completely, including
signature.
2. Return the service application with the applicants original picture id or a photocopy.
3. Signature will be verified against the service application for a match.
4. A copy of the valid ID will be made and/or attached to the service application for our files.
Anyone wishing to open/transfer service and they are currently out of the area must do the following:
1. Fill out a service application completely, including signature and include a copy of their valid
photo ID. The information can be faxed or mailed. Signature will be varified against the
service application for a match.
2. The copy of the valid ID will be attached to the service application for our files.
We apologize if these steps will cause any inconvenience in establishing service with the Town
of Morehead City Water Department. However, these procedures were designed to reduce the risk
of identity theft.
User Deposits
All applicants for city water shall make a deposit to secure payment for water service. Residential
and commerical shops with three-quarter-inch meters shall provide a minimum deposit of $100.00, plus
a $30.00 Service Fee. The individual in whose name the deposit is made shall be responsible for payment
of all bills incurred with the services furnished.
The deposit receipt is non-transferable and is not negotiable. The receipt may only be redeemed at the water
department office. When services are disconnected, and all bills are paid, the remaining portion of the
deposit will be refunded.
Removal of Groundwater Infiltration on Customer's Property
* Property owners will be notified when the amount of the infiltration from their sewer service exceeds
good engineering practice (1 gal/hr/100 ft of pipe) and will be given a Notice of Violation of Town
Ordinances with a 90 day time period to take corrective action. Customers who do not make a timely
effort to correct the problem will be subject to enforcement actions which include a $50.00 per day fine.
* The Town will participate with the cost of the pipe replacement that removes infiltration of groundwater
as verified by the Water Department, paying the owner $2.00 per lineal foot for the sewer pipe with a
limit per property parcel for pipe replacement within the property parcel.
* The property owner must obtain a Building Inspection Permit and have the quanity of line to be replaced verified
by the Water Department. Payment to the property owner by the Town shall be made upon verification of the work
performed to remove the infiltration of groundwater.
Water Conservation Incentive Rate Structure Policy

Water Conservation Incentive Rate Structure includes the replacement of existing standard faucets, showerheads, and toilets
with low flow faucets, showerheads and toilets. All new homes and commercial establishments must install low flow faucets,
showerheads and toilets. No standard faucets, showerheads and toilets are allowed in new homes or new commercial establishments.
Credits are to be applied against water and/or sewer bills for the replacement of standard faucets, showerheads and toilets with low
flow faucets, showerheads and toilets as follows:

Credit shall apply to utility bills after evidence satisfactory to the Town has been provided and the Town’s representative has inspected
the replacement fixture[s]. Customers that have questions or problems with their service may call City Hall, at 726-5022 ext. 112, 116
or 129 during the regular working hours between 8:00am and 5:00pm. Emergency after hour calls can be answered by calling the Police
Department at 726-3131.
